State authorization is required for access to CASM NextGen and RLCT. Authorization may be gained as follows:

CASM NextGen (integrated CASM and SWIC Tool):
The State's designated CASM Admin Manager authorizes access to Communications Asset Data (fixed and mobile) and the State's SWIC (or designee(s)) authorizes access to additional CASM NextGen data (e.g. COMU and TA data). These individuals are the "approving authority", and in some States are the same person. The process is provided through an automated mechanism as described below.

• New users may click on the Request New Access link on the CASM NextGen Login page. You will be asked to identify yourself and the State you are from, indicate what type of data you would like to access and in which State. For access to Comm Asset Data, you will be asked the level of access desired (e.g., full State or limited to County/Agency). You are also asked to provide the reason for your request.
• An email will be sent to the approving authority for approval, with a copy sent to you as well. If and when approved, you will receive your user-id, a temporary password and a link to complete the registration process.
• Existing users (once logged in) may select the Request Additional Access option from the My Account options to request access to additional States (e.g., to support cross-border analysis). You will be asked to indicate which State you would like to access and indicate what type of data you would like to access. For access to Comm Asset Data, you will be asked the level of access desired (e.g., full State or limited to County/Agency). You are also asked to provide the reason for your request.
• An email will be sent to the approving authority for approval, with a copy sent to you as well. If and when approved, you will receive an email indicating so and you will see the additional access in your Geo-Filter and available data layers.

RLCT Access:
Access to RLCT is provided by a self-registration process. For details, see Item #7 in the Goal 2 Reference Material located on the Response Level Communications Tool page.

eSCIP Access:
Access to the eSCIP is requested and granted in the same manner as for CASM NextGen – via approval by the state's "approving authority". You must have a valid CASM NextGen User Account with an eSCIP privilege to access the eSCIP function.
